They are constrained by physics and permitting. The cooling requirement is another hard constraint. AI chips run hot. The power density of the newest accelerators requires liquid cooling, not air. Liquid cooling requires water. Water is a finite resource. Many of the best sites for data centers, in the desert southwest or the Midwest, face water scarcity. When a local government treats a data center as a traditional factory, it will apply the same labor and environmental standards. This will increase costs. The second edge is the competition. If the federal government pressures local governments to welcome data centers, then the local governments will compete. They will offer tax abatements, land grants, and power subsidies. This is a race to the bottom. It will distort the market. The projects that are viable only with subsidies are not viable. They are artifacts of the political pressure. The real test is the transformer order backlog. It is the engineering approval. It is the environmental impact statement. The AI industry is not a manufacturing industry. It is a service industry that requires a heavy physical foundation. The current narrative is trying to make it a factory. It is not. It is a utility. The regulatory framework must be the same.
